Policy Analyst and Civil Society activist, Dr Steve Manteaw, has raised concerns about the rollout of the TraffiTech-GH digital traffic enforcement system.

He makes the point that the law that introduces this new measure is too elastic.

It will definitely face implementation challenges and may provoke public backlash, he said.

Dr Manteaw explained that even in countries where the cars are manufactured, drivers are allowed to use devices for directions.

"To prevent the use of such devices in Ghana is absurd and likely to impact negatively on hail-and-ride operators," he wrote on Facebook.

The Motor Traffic and Transport Department (MTTD) started rolling out its long-awaited TraffiTech-GH digital traffic enforcement system on November 1, 2026, with cameras to detect speeding offences and electronic notices sent directly to the phones of vehicle owners.

The department’s Director of Education, Research and Training, ACP Alexander Kwaku Obeng, said preparations had been completed for the launch, which will initially target speeding at locations identified as prone to road crashes.

“We are set, everything is ready, and we are taking off,” he said.

Under the system, cameras mounted in police vehicles and on tripods will capture vehicles exceeding prescribed speed limits. The MTTD will process the footage and send electronic violation notices by text message to the phone numbers of vehicle owners registered with the department.

The notices will carry the sender identification GPS MTTD and include a link through which owners can view the video evidence of the alleged offence, including the date, time, and location.

ACP Obeng said vehicle owners receiving a notice would have 14 days to either pay the prescribed fine or contest the offence in court.

He explained that the digital system would enable police to gather evidence without necessarily stopping drivers, impounding vehicles, or taking motorists to police stations and motor courts.

The digital system will operate alongside the existing manual approach, although the department intends to scale down roadside arrests for speeding offences using handheld radar guns. ACP Obeng stressed that TraffiTech-GH was designed specifically to address speeding and would not replace manual enforcement of other road traffic offences.

Transport operators’ opposition

The rollout comes amid opposition from commercial transport operators, who have threatened to suspend services nationwide from 1 November in protest against the planned implementation of the system.

ACP Obeng said the MTTD had engaged transport stakeholders and conducted public education ahead of the launch. He added that some operators had welcomed the digital approach because it could spare drivers the inconvenience of being arrested and taken to police stations and courts.

As the cameras go live, speeding enforcement forms the initial focus of the system, and the department will target drivers who exceed 50 kilometres per hour in towns, 90 km/h on highways, and 100 km/h on motorways.
